<p>This study demonstrates a process for color planning for local place branding in Kagoshima prefecture. Colors which most closely related to prefectural features were shown to a group of over 1500 locals who were asked to identify those which they most closely associated with Kagoshima. The resulting selections were organized into 18 palettes. These palettes were then applied to product design, environmental design, and communications design. In total there were 13 cases of use. These were evaluated through interviews and public reaction. This paper demonstrates the contribution of citizen participation in color selection can support local cultural and socioeconomic development.</p>

<p> This study focuses on three simultaneous projects in the latter half of the Meiji era: the Osaka Harbor Construction and the Yodo River Improvement, and the Town Planning of the expanded Osaka City. These projects were planned by <i>Koi Furuichi</i>, <i>Tadao Okino</i>, and <i>Hannroku Yamaguchi</i>, all of whom were studying abroad at École Centrale des Arts et Manufactures in Paris in 1876-1879. Although the relevance among these projects and figures had been pointed out, it had not been recognized as an integrated business that shared one purpose since each was a large-scale business. This study shows the fact that these three huge construction projects were carried out holding a concept that brand new industrial system of the modern port city should be constructed as a whole, with an understanding of ÉCAM's management perspective. So that, infrastructure to form industrial environment learned from study abroad was dynamically planned with complementary works specially on the waterfront zones with efficient cargo shipping system which were on the boundaries of each region, through from harbor construction and to town planning.</p>

<p>This paper proposes a novel analytical model (BECK chart) to investigate how architecture education programs contribute to learning about the built environment. First the educational content of 67 AIA-supported architecture education programs for children and youth are categorized. Next the model is applied to visualize how these categories relate to the built environment. This analysis aims to contextualize the content of architecture education programs for children and youth in order to evaluate the ways in which these programs provide Built Environment Education content. The value of the model is also discussed.</p>

This study focuses on the relaxation of road use regulations following the implementation of the Law on Improvement and Revitalization of City Centers in 1998. Since the law was implemented 18 years ago, events such as open cafes and morning markets have been held on public roadways in regional centers across Japan, allowing for the temporary installation of benches, parasols, and other such furnishings, attracting people, and increasing activity in the areas. This study is divided into three phases: a review of the processes which contributed to a relaxation of the regulations; an analysis of the sociopolitical motivations behind relaxing road use regulations; and an examination of the impact of regulation relaxation on events held on public roadways.

This paper clarifies the foundation process and projects of the Kagoshima City Housing Association (KCHA) from 1945 to 1966. We evaluate the importance of KCHA as a working organ for the housing policy, also the characteristics of their architectural works. A commercial union took the initiative in KCHA's foundation, and the revival through the commercial activation, not only by the housing supply, was the particularity of KCHA's performance. Staff of the architectural section of the Kagoshima City Office involved to the advanced design projects, such as shop-houses, apartments, suburban residential developments with detached houses.

Streetcar suburbs are residential areas where the development was shaped along streetcar lines in the late 19th century. We have explored the image of streetcar suburbs at core cities in local area of Japan, and have examined hove evaluate them in the concept of the suburbs through 10 case studies. We couId categorize three types by two criteria (i.e.housing pressure caused by a population explosion, and the enforcemen t of town planning act). Typical streetcar suburbs in Japan had been formed at some cities with high potential population based on not principle of urban planning but spontaneous.

This paper aims to clarify the characteristics of the Post-War reconstruction plans of the provincial towns, Makurazaki, Kushikino, Akune, Nishino-omote, Tarumizu and Kajiki in Kagoshima Prefecture, where planning and implementation were carried out collectively by the Prefectural Office of Kagoshima. This study comprehends the planning concepts described in "Plan Documents on the Land Re-adjustment" prepared for each towns, and investigates how the urban design in the reconstruction reflected them. Under the post-war circumstance, positive goals were set up particularly in the port towns like Kushikino and Tarumizu, where became the South End of Japanese territory since the islands in the south of the lat.30°N. were under U.S.Occupation. And by the distinctive design solutions, for example with the circus or water-front square, indivisualities of the townscape in each towns were realized.

Some papers report the conditions of transition from municipal indipendent ordinance to delegation ordinance after the enactment of the Landscape Act of 2004. At the same time, some municipalities have newly started to develop Landscape Plans under the Act of 2004, and there are good practices trying to fit the legal system to the local demands. This paper reports some ongoing practices of municipalities in Kagoshima Prefecture, mainly of Kagoshima City, and Satsuma-Sendai City. We found diversity of the planning process, and importance of basic policy on communities' self-governing which founds development of communities' original trials through the landscape planning proposal system.

This study examined how the residents in the Christian villages in islands of Goto and Amami developed their local systems
for spatial management as well as difficulties in sustaining management which arose in the recent decades. It was concluded that,1)Sustainability in Management relies on extensibility of each "stakeholder" who implement management activities
and "space" to be managed; 2) this extensibility canbe assured only when the space is recognized as a common place and is
beneficial for more than one stakeholder; 3)open spaces in church compounds can also be recognized that way when the space
bares social values for non-Christian people.

Many local towns in Kagoshima Prefecture were damaged by bombing in the Pacific War, because these towns were closer to the front. This paper focuses on the plazas in these towns, planned and realized in the postwar reconstruction. The aims of this paper are to report the states of 1) planning, operation, and realization, and 2) present condition of the plazas after the renewal and re-developing works. Through this report, a critical moment for sustainability of the spatial assets produced by town planning is clarified. The points are as follows: Many civic spaces like the traffic circles and water front plazas had been planned and realized in these towns, and there was certain achievements of urban design. Nevertheless, most of these spaces were lost their spatial value and the meaning as planned, after the renewals only from functional point of view, and now might not be recognized as the space for citizens.

This study aims to clarify the characteristics of Kagoshima Park Planning enacted in April 1933. In the planning process, an original planning standard was prepared. This precedes the national standard provided in July, 1933 by the Ministry of Interior. This standard focused on the children's parks, while the urban area of Kagoshima was surrounded by natural green area on steep cliffs. Planners who worked on the planning also intended to distribute children's parks in the built-up area, not only to keep the historic and scenic places under this park system. The park system relates to the street planning, and parks are systematically arranged with considerations of effective radius.

Osaka University of Commerce, founded by the City of Osaka in 1928, is the unique municipal university in Japan, in the old system of higher education, since the 7^<th> Mayor, Hajime Seki mentioned the university's mission as "a university for the city". Just at the same time, Seki was working on the enactment of the "Osaka Comprehensive Plan", which conceived a park system and land readjustment in southern part of the city, where the campus was going to be located. Seki is one of the most important ideologue for modern city planning in Japan, and he pointed up the importance of "utility green" ("nutzgrunflachen"), quoted from the European practice. This paper analyzes the location of the campus, and clarifies the relationship between the campus planning and the city planning of Osaka by tracing Seki's thought.

Nagoya Imperial University is the last Imperial University under the old system of higher education, established in the wartime, 1939. Prefectural Govemment of Aichi contributed funds and land for a new campus in Higashiyama hills, developed as a residential area since 1920's. A specific design concept, to preserve the natural landscape, has been taken in this residential development. Technical advisors, Yoshikazu Uchida (architect), and Seiroku Honda (landscape architect) perceived the characteristics of the site through the surveys. Several site plans were studied, and finally in 1942, a site plan was complete by Seizaburo Hirokawa, an associate of Uchida. This site plan represents the ideas of the advisors for preserving the natural landscape. They paid attentions to the characteristics of the site and the design concept of the residential development of Higashiyama hills.

"Kunitachi Daigaku Machi" is a major suburban housing project by Hakone Tochi Co. Ltd.. In the center of the development area, new campus of The Tokyo University of Commerce (present Hitotsubashi University) is located. Old campus had been located in the downtown area, and was seriously damaged by the Kanto Earthquake in 1923. After the disaster, land of the old campus was exchanged for new land in "Kunitachi Daigaku Machi", and on the other hand, temporary use of surviving building and constructions of new campus were going on. Campus development'was an emergency project, and the urban design of "Kunitachi Daigaku Machi" was basically under influence of this circumstance. This paper presents several drawings, which indicate the physical situations of the old campus and new development area, and on which traces the procedures for land exchanging, and clarify the physical position of the new campus in the urban design of "Kunitachi Daigaku Machi".

Among the university campuses in Keihanshin (Kyoto, Osaka, Kobe) metropolitan area, about thirty percent of them were developed before the end of the Pacific War (1945), under the old system of education. This study shows the stages of campus development in this area until 1945, through the plotting the locations. In the twenties and thirties, decentralization was going on, especially by campus developments in the suburbs, along the railroads. Also this study try to categorize the campuses according to the process of developing, planning methods, and locations. We see advanced planning methods of making good use of the geographical features, and of combination with the land re-adjustment projects.
