    Eleven years have passed since the Great East Japan Earthquake occurred. This report provides a bird's-eye view of the changes in marine ecosystems caused by the Great East Japan Earthquake and the resulting impact on fisheries, as well as the impact on local communities in the affected areas 10 years after the disaster and the remaining issues. It is the responsibility of Japanese researchers to scientifically elucidate and document the direct and indirect effects of the disaster on the Sanriku and Joban coastal areas. We believe that our research will also contribute to the formulation of disaster prevention and post-disaster reconstruction plans for municipalities and local communities in preparation for major earthquakes and tsunamis that may occur again in the future.

    本連載の第2回では、ノルウェーにおける科学的根拠に基づいた漁業管理の事例として、経済的重要度が高い魚種を対象とする漁業に導入されているIVQ制度の実態と、その導入に至るまでの歴史的な経緯を概説した。IVQ制度の運用における要の一つは、「今、どの漁船がどれだけ漁獲割当を消化しているのか」をリアルタイムで把握することであり、割当を超過した漁業の操業を停止させることである。ノルウェーでは、貿易産業漁業省（Ministry of Trade, Industry and Fisheries）や漁業管理局（Directorate of Fisheries）、ノルウェー沿岸警備隊（Norwegian Coast Guard）といった行政機関による監視に加えて、国内に6つある水産物販売組合（以下、販売組合）が行う電子入札システムの取引データが活用されている。ノルウェーの漁船漁業で漁獲された水産物の一次販売（漁業者からバイヤーへの販売）は、原則として、漁業者によって組織された販売組合を通じて行うことが義務付けられており、国内で水揚げされるすべての漁獲物に関する情報が販売組合のデータベースに記録されている。本連載の最後となる今回は、販売組合が発足するまでの歴史的な経緯とその機能について述べていく。

    ノルウェーにおいて水産資源は国民の共有財産として位置付けられており、地域行政や漁業者集団、そして国といった利害関係者が一体となって管理を行っている。中でも、魚種ごとに算出された漁獲可能量（ Total Allowable Catch、以下TAC）を基に、個々の漁船へ1年間に漁獲できる量（漁獲割当）を配分する制度である個別漁獲割当（Individual Vessel Quota、以下IVQ）制度は、科学的根拠に基づいた漁業管理の成功事例として注目を浴びている。今回は、ノルウェーにおける沿岸漁業の定義を踏まえて、その他の漁業との差異を明確にし、漁業管理に関する制度の導入が、遠洋・沖合漁業に始まり、最終的には沿岸漁業にまで及んだ一連の歴史的経緯を概説したうえで、今日のIVQ 制度の実態を紹介する。
